These are the original Articles of Incorporation for TCEHOA, which were filed with the Secretary of State in 1983. They established the name, asserted the status as a nonprofit mutual-benefit corporation and created the association as a legal entity. Click the pop-out arrow (top right) to view the full document.
The TCEHOA Board of Directors (BOD) has adopted the following rules regarding the apron of each lot, the rear yard, and the association common areas. For more information see the Background section below.
2004.01: Garage/yard sales are restricted to one day in duration, from dawn to dusk. [Adopted by vote of the BOD on July 15, 2004.]
2004.02: Vehicles parked in designated "no-parking" areas are eligible to be towed at the owner's expense. A warning might be issued, but is not required—towing can take place with no notice. [Adopted by vote of the BOD on July 15, 2004.]
2004.03: The Covenants restrict parking on a lot to two (2) cars for single-family homes, and three (3) cars for approved multi-family homes. Residents who exceed these allocations are eligible for fines. [Adopted by vote of the BOD on July 15, 2004.]
2004.04: Residents (or their guests) who park in places not designated for parking, e.g., parking in a yard, are eligible for fines. [Adopted by vote of the BOD on July 15, 2004.]

Both the Bylaws and the Covenants provide the BOD with the authority to make "reasonable rules" regarding the apron, rear yard, and common area. Specifically, in the Bylaws, Article VII (Power and Duties of the Board of Directors), Section 1 (Powers) states "The Board of Directors shall have power to: (a) adopt and publish rules and regulations governing the use of the Common Area and facilities, and the personal conduct of the Members and their guests thereon, and to establish penalties for the infraction thereof." In the Covenants, Article IX (User Restrictions), Section 1 (Rules and Regulations) states "The Board of Directors of the Association shall have the power to formulate, publish and enforce reasonable rules and regulations concerning the use and enjoyment of the Apron, the rear yard space of each Lot and the Common Area."
